Five documents, one set of expectations. The rulebook is between players and staff enforce it. The Book of Laws is what the court sentences from, and the Regulations are the specifics it relies on.
Roleplay is not locked behind tiers or applications when you join. You are free to play how you like, as long as it stays inside the rules. A restriction is what happens after those rules are broken, and it lasts for the time staff set.
These are guidelines that Cold Creek staff follow. In-game bans do not include a ban from Discord, and all bans may be disputed through the ticket process. Multiple negative actions within a short period of time may result in a much longer ban.

Appeals. Every decision can be appealed in Discord, and an appeal is read by somebody who was not part of the original call. Contesting a punishment anywhere other than a ticket is itself on the schedule above.
