Rules & laws
Last reviewed 23 September 2026
Six documents, one set of expectations. The rulebook is between players and staff enforce it. The Bill of Rights is the town's promise to your character. The Book of Laws is what the court sentences from, and the Regulations are the specifics it relies on.
The specifics behind the Book of Laws: what counts, where, and how much. A regulation is not an offence on its own. Breaking one is charged under the law it names, and each one lists those laws below it.
Boundaries, buildings and property the Book of Laws refers to.
REG 1.1City limitsCity limits are the built-up areas labelled on the CAD map: Downtown, North Town, South Town, West Shore, Bayside and Cold Creek Heights. Open highway, forest and mountain roads between them are outside city limits.
REG 1.2Restricted facilitiesThe non-public areas of these facilities are restricted. Entering one without authorization is Trespassing within a restricted facility, not ordinary trespass.
Police Facilities, beyond posted signageEMS Facilities, beyond posted signageAll jail facilities
REG 1.3Private property and trespassingOpen ground: easements, open yards, driveways, parking lots, and a store's floor while it is open. Anyone may be there until the owner, an employee or an officer tells them to leave. Staying, or coming back, after being told is trespassing.
Closed-off places: entering one without permission is trespassing at once, with no warning needed.
A fenced or gated yardBehind a store counterA back room, or any area marked employees onlyInside a house, garage or outbuildingA business after it has closed
Breaking and entering: entering a locked place by force or with a burglary tool (Reg 1.4).
Restricted facilities are covered separately (Reg 1.2).
REG 1.4Burglary toolsThese are burglary tools. Carrying one is Possession of burglary tools.

REG 1.5Public orderDisorderly conduct: in a public place, fighting by mutual agreement, shoving, throwing things, deliberately blocking a doorway or road, or refusing to calm down after an officer's warning. Anything that injures someone is assault or battery instead.
Disturbing the peace: loud shouting, music or engine revving in a residential area between sunset and sunrise, or harassing a business so it cannot serve its customers.
Loitering: staying around a business entrance, an ATM or a government building, or on property posted "no loitering", without a reason, after being told to move on.
Exempt: a peaceful protest on a sidewalk or public square is neither disorderly conduct nor loitering, as long as it does not block a road or a doorway.
REG 1.6Property damageDamage to another person's property, or to public property, is charged by the state it is left in.
| Line | For example | Charged as |
|---|---|---|
| Still usable | Graffiti, a broken window or light, a dented panel, a vehicle that can still be driven | Vandalism |
| No longer usable | A vehicle that can no longer be driven, a door or wall broken through, a fixture or machine wrecked | Destruction of property |
Damage done by setting a fire is Arson instead.
What a driver and a vehicle need before going on a public road.
REG 2.1Driver licensingA current license is required to drive on a public road. Both are issued at the DMV.
| License | Covers | Fee |
|---|---|---|
| Driver License | Cars, trucks, vans and motorcycles | $25 |
| Commercial Driver License, Class A (CDL-A) | Commercial vehicles: road tractors such as the Brandt L-120, garbage trucks, and any vehicle pulling a freight trailer | $250 |
REG 2.2RegistrationEvery vehicle on a public road must be registered at the DMV to its owner. A registration lasts 14 days from the day it is issued or renewed, and is expired after that until it is renewed at the DMV.
REG 2.3Equipment and modificationsRequired: working headlights and taillights, used from sunset to sunrise and in poor visibility.
Not allowed: red or blue lights of any kind, including underglow, on a vehicle that is not an emergency vehicle. Window tint darker than factory glass. A siren or police horn.
Unroadworthy: a vehicle with missing plates or a cracked windshield may not be driven on a public road.
Applies to every public road in Cold Creek. All speeds are in miles per hour.
REG 3.1Speed limitsWhere no limit is posted, these apply. Speeding offences are measured over the limit for the road being driven.
| Road | Limit |
|---|---|
| Town streets: Downtown, North Town, South Town, West Shore, Bayside, Cold Creek Heights | 25 mph |
| Mountain Rd, Elk Ridge Rd, East Fork Rd, Bench Rd | 45 mph |
| US-101 | 65 mph |
| Any other road | 40 mph |
REG 3.2Traffic control and lanesSigns, signals and markings: obey every stop sign, traffic signal and road marking. Stop fully at the line of a stop sign or a red signal, and go only when the way is clear. A flashing red signal is a stop sign. An officer directing traffic overrides all of them.
Lanes: drive on the right, inside one lane. Change lanes or pass only when it is clear, and never across a solid double line. Crossing a solid double line to turn into a driveway or side road is allowed.
Flow of traffic: do not stop on a road, or drive so slowly that traffic backs up behind you, except to turn, for a hazard, at an officer's direction, or to yield (Reg 3.3).
REG 3.3YieldingEmergency vehicles: when an emergency vehicle with its lights or siren on approaches from either direction, pull to the right edge of the road and stop until it has passed. In an intersection, clear it first, then pull over. When passing a stopped emergency vehicle with its lights on, move over a lane, or slow to half the limit where you cannot.
Pedestrians: yield to anyone in a crosswalk and to anyone already crossing the road. Every intersection has a crosswalk on each side, painted or not. Do not pass a vehicle that has stopped for a pedestrian.
REG 3.4Turning and parkingU-turns are not allowed: on US-101, across a solid double line, inside city limits anywhere but an intersection, on a curve or hill crest where oncoming drivers cannot see you, or where a sign forbids it.
Parking: park in a marked space or, where none is marked, against the right-hand curb or shoulder, facing the way traffic flows. Parking is not allowed:
On a sidewalk or crosswalkIn an intersectionIn front of a fire hydrantBlocking a driveway, garage or another vehicleIn a space or bay marked for emergency vehiclesDouble-parked in a traffic laneOn US-101, except in an emergency
REG 3.5Crossing the road on footInside city limits, cross a road only at a crosswalk or intersection, and only when the signal allows or the way is clear. Outside city limits, cross only where you can see traffic both ways. Walking along the traffic lanes of US-101 is not allowed, except to get away from a broken-down vehicle.
REG 3.6Reckless drivingReckless driving is driving with willful disregard for the safety of people or property. It includes, but is not limited to:
Weaving through trafficDriving on the wrong side of the roadBurnouts, drifting or donuts on a public roadRunning a stop sign or red signal at speedDriving through a park, yard or parking lot at speedDeliberately hitting property or an empty vehicleRacing another vehicle on a public road
